2004 Program Environmental Impact Report

The Program Environmental Impact Report for the 2004 Regional Transportation Plan (RTP) has been prepared as part of an innovative planning process that fully integrates transportation, land-use, and the environment. The process, known as PILUT-Planning for Integrated Land Use and Transportation- has been guided by Compass Growth Visioning, which is a participatory effort to help move Southern California towards a more sustainable future. Alternative transportation/ land use plans were evaluated during the PILUT process and active participation from decision-makers, stakeholders, and the public helped make the analysis relevant, inclusive, and useful.
