What is the RHNA?

The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part of the periodic process of updating local housing elements of the General Plan. The RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The most recently completed RHNA planning period is January 1, 2006 to June 30, 2014. The 5th cycle RHNA Allocation Plan, which covers the planning period from October 2013 to October 2021 was adopted by the Regional Council on October 4, 2012. Fifth cycle housing element updates must be adopted by October 15, 2013.

Communities use the RHNA in land use planning, prioritizing local resource allocation, and in deciding how to address identified existing and future housing needs resulting from population, employment and household growth. The RHNA does not necessarily encourage or promote growth, but rather allows communities to anticipate growth, so that collectively the region and subregion can grow in ways that enhance quality of life, improve access to jobs, promotes transportation mobility, and addresses social equity, fair share housing needs.

    2008 Legislation

    • AB 2494 (Caballero) Housing-Related Parks Program
      Allocates Proposition 1C's $200 million for "housing-related parks" to a modified version of the Workforce Housing Reward Program, under which local government receive park grants for issuing permits for the construction of homes affordable to low- and very low-income households. The bill also appropriates $459,000 to HCD for administrative costs of starting the program. This establishes a new affordable housing incentive/reward program for addressing RHNA need.
    • SB 375 (Steinberg) Transportation Planning: Travel Demand Models: Sustainable Communities Strategy: Environmental Review
      Requires regions with high air pollution to develop a Sustainable Communities Strategy (SCS) in order to reduce greenhouse gas emissions from cars. The SCS is a realistic development pattern that meets a state target for reducing greenhouse gas emissions, while taking into account the region's housing needs, transportation demands, and protection of resource and farm lands. The state will allocate $6 billion a year to transportation projects that implement the SCS.
      To align with the regional transportation plans, SB 375 extends the duration of the major region's housing element from 5 years to 8 years. In addition, it strengthens housing elements by imposing deadlines for rezoning and program implementation; requiring annual reports and local hearings; and creating two remedies by which citizens can hold their elected officials accountable. SB 375 also lessens environmental review requirements on developments that are consistent with the SCS.
    • AB 2069 (Jones) Local Planning: Residential Development
      Applies the No Net-Loss Law (NNL) to sites that are zoned for either housing or commercial uses (i.e. "double-zoned" sites). Under the NNL, a jurisdiction cannot downzone a site identified in the housing element for higher density homes unless it finds that it has enough remaining land to meet is RHNA, or it upzones a new site to replace the downzoned site.
    • AB 242 (Blakeslee) Land Use: Annexation: Housing
      The measure applies when land is annexed into a city after a council of governments (COG) has assigned regional housing needs assessment (RHNA) numbers to each jurisdiction. If the annexation was not accounted for when the RHNA numbers were distributed, the city and county must agree how many units should be transferred to the annexing city. The agreement must be submitted to the COG within 90 days after the annexation becomes effective. If an agreement cannot be reached, either party may request that the COG, sub-COG, or Department of Housing and Community Development, depending on who assigned the RHNA numbers, to consider the facts, data, and methodology presented by both parties and make a determination. The determination must be based upon the methodology used to assign the RHNA numbers within the region.
