SCAG gathers this information in order to disseminate it to all interested agencies in the SCAG region.

The basic characteristics of each of the grant opportunities are listed below each of the grant titles. Links to the grant program websites are also provided for more detailed information about each program.

Port Infrastructure Development Program

The Port Infrastructure Development Program improves the capacity, safety, efficiency, and resilience of goods movement to, from, and through California’s maritime ports while also reducing greenhouse gas emissions and harmful impacts to communities adjacent to corridors and facilities used for goods movement.

Surface Transportation Block Grant /Congestion Mitigation and Air Quality Improvement Program Project Nominations 
Sponsor/Source: SCAG/Federal Highway Administration 

Eligible applicants in the SCAG region can submit project nominations to receive a portion of an estimated $1.2 billion in federal transportation funding. The SCAG STBG/CMAQ Program Guidelines outline the process and procedures for the calls for project nominations and project selection. All interested applicants are encouraged to coordinate with their respective county transportation commissions to ensure alignment with local priorities.

HOME Investments Partnership Program
Sponsor/Source: California Department of Housing and Community Development 

The HOME program provides funding for rehabilitation, new construction, acquisition, and rehabilitation for multi-family projects; new construction and down payment assistance for single-family projects; first-time homebuyer down payment assistance, owner-occupied rehabilitation, and tenant-based rental assistance programs; and predevelopment loans to community housing development organizations. All activities must benefit low-income renters, homebuyers, or homeowners.

Rural Electric Vehicle Charging

The California Energy Commission’s Clean Transportation Program provides up to $10 million in grant funds for projects that will install light-duty electric vehicle charging infrastructure in rural communities.

Affordable Housing and Sustainable Communities Program 
Sponsor/Source: California Department of Housing and Community Development 

The Affordable Housing and Sustainable Communities (AHSC) Program provides grants and loans, or any combination thereof, to projects that integrate low-carbon transportation and affordable housing, with an emphasis on providing benefits to disadvantaged and low-income communities. The AHSC Program identifies three eligible Project Area Types: Transit Oriented Development Project Areas, Integrated Connectivity Project Areas, or Rural Innovation Project Areas.

California Digital Equity Program

The California Digital Equity Program provides funding to statewide, regional, and local entities to conduct activities to support implementation of the State Digital Equity Plan.

Medium- and Heavy-Duty Zero-Emission Vehicle Port Infrastructure Lead Dev of Content Guidelines
Sponsor/Source: California Energy Commission

Up to $40 million in grant funds for projects that will deploy medium- and heavy-duty (MDHD) zero-emission vehicle charging or hydrogen refueling infrastructure for California seaports and land ports of entry. Funding will support installation of in-ground fueling infrastructure for battery electric or hydrogen fuel cell MDHD vehicles, port equipment, and off-road equipment (e.g., gantries, cargo handling equipment, etc.).

Safe Streets and Roads for All Grant Program

The Safe Streets and Roads for All Grant Program (SS4A) program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. SS4A was established by the Infrastructure Investment and Jobs Act.

California Advanced Services Fund: Broadband Adoption Account

The Broadband Adoption Account provides grants that will increase publicly available or after-school broadband access and digital inclusion, such as grants for digital literacy training programs and public education to communities with limited broadband adoption.

California Advanced Services Fund: Broadband Public Housing Account

The Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities, including, but not limited to, publicly supported housing developments and other housing developments or mobile home parks with low-income residents.

This notice of funding availability makes funds more easily accessible to Tribes and Tribal entities and provides flexible options to address the unique needs of Tribal communities to achieve better outcomes in health, climate, and household stability.

Proposition 68 Grant Programs

RMC Grants

All Stations Accessibility Program

The main purpose of the All Stations Accessibility Program (ASAP) is to help finance capital projects to upgrade the accessibility of legacy rail fixed guideway public transportation systems (e.g., subway, commuter rail, light rail) for people with disabilities, including those who use wheelchairs, by increasing the number of existing stations or facilities, such as outdoor light-rail boarding and alighting areas, that are fully accessible.
