FTA Program of Projects
The Southern California Association of Governments (SCAG), as the Metropolitan Planning Organization (MPO) for the six county region of Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura, is required to develop the Federal Transportation Improvement Program (FTIP). The FTIP is a list of transportation investments priorities in the region that is consistent with the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS). Additionally, SCAG, as the designated recipient for the urbanized areas of the Los Angeles-Long Beach-Anaheim, the Riverside-San Bernardino, the Murrieta-Temecula-Menifee, the Indio-Cathedral City, the Lancaster-Palmdale, and the Santa Clarita areas, is responsible for publishing the Program of Projects (POP) for Federal Transit Administration (FTA) Section 5307, 5337, and 5339 funds. The POP may also include Congestion Mitigation and Air Quality (CMAQ) and Surface Transportation Block Grant (STBG) funds which are considered “flexible funds.”
The FTIP is developed though a bottom-up process by which the six county region works with their local agencies and public transportation operators, as well as the public, to develop their county Transportation Improvement Program (TIP) for inclusion into the FTIP. Projects in the FTIP are programmed with various fund sources, including FTA funds. The POP, like the FTIP, is developed through a bottom-up process. SCAG is relying on the public participation process for the FTIP to satisfy FTA public participation requirements for the transit POP. The public notice of public participation activities and the time established for public review of and comments on the FTIP will satisfy the pop requirements. Subject to revisions to address comments received during public review periods, the FTIP (and POP) as revised by a proposed amendment will be the final program unless amended, and a final notice will not be published.
