Regional Advanced Mitigation Planning

Regional Advance Mitigation Planning (RAMP) enables state and federal agencies to simultaneously consider the environmental impacts and mitigation needs of multiple planned projects and satisfy mitigation requirements early in project planning and environmental review processes. RAMP improves certainty, expedites project delivery, and reduces permitting costs. It also helps agencies to consider species and habitat needs at a landscape level, preserving larger areas of high-quality habitat and improving regional ecological function. 

RAMP is included as a strategy in the Connect SoCal Regional Transportation Plan/Sustainable Communities Strategy, specifically calling for SCAG to work with implementation agencies to support, establish, or supplement voluntary RAMP programs for regionally significant transportation projects to mitigate environmental impacts, reduce per-capita vehicle miles traveled, and provide mitigation opportunities through the Intergovernmental Review Process. 

Data Standards

In February 2024, the SCAG Regional Council approveddata standardsto ensure that the SoCal Greenprint tool meets its objectives, aligns with theRegional Advanced Mitigation Program Policy Framework,and accounts for feedback from theGreenprint Technical Advisory Committee. The data standards also ensure the tools data are consistent and trustworthy, with clearly defined rules for use, access, distribution, and security.

RAMP Policy Framework

Adopted by Regional Council in February 2023, the RAMP Policy Framework provides background on Connect SoCal’s goals and Program Environmental Impact Report requirements related to RAMP, outlines goals for Regional Advance Mitigation and SCAG’s RAMP Initiative, and provides direction on the process for developing the SoCal Greenprint tool to provide data that aligns with advanced mitigation opportunities. 

SoCal Greenprint

SCAG is developing the SoCal Greenprint, a web-mapping application to help users make data-driven land use and transportation infrastructure decisions and support conservation investments. 

Once completed, the SoCal Greenprint will be an optional, flexible, and open conservation-focused data mapping tool to support Regional Advance Mitigation Planning initiatives as well as efforts to secure state and federal funding to implement sustainability and resilience projects and programs in the SCAG region.

Connect SoCal 2024 Implementation Update: Sustainable Communities Strategy Accepted

On May 7, the California Air Resources Board (CARB) informed SCAG that it had accepted SCAG’s determination that the Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) meets CARB’s greenhouse gas (GHG) emission reduction targets.

General Assembly Elects 2025-26 Board Officers

The General Assembly voted to approve the nominations for the SCAG 2025-26 Regional Council officers as recommended by the Regional Council: Hon. Cindy Allen (City of Long Beach) will serve as 2025-26 Regional Council president; Hon. Ray Marquez (City of Chino Hills) will serve as Regional Council first vice president; and Hon. Jenny Crosswhite (City of Santa Paula) will serve as Regional Council second vice president. Leadership also recognized Hon.

Surface Transportation Block Grant and Congestion Mitigation and Air Quality Improvement Program Call for Project Nominations Now Open

The federal fiscal year 2026-27 and federal fiscal year 2027-28 Surface Transportation Block Grant program (STBG) and Congestion Mitigation and Air Quality Improvement program (CMAQ) SCAG online application opened for all eligible applicants on March 31. This application will be available through May 16 at 5 p.m.

On March 6, the SCAG Regional Council approved the federal fiscal year 2026-27 and federal fiscal year 2027-28 Surface Transportation Block Grant program (STBG) and Congestion Mitigation and Air Quality Improvement program (CMAQ) Program Guidelines.
